An Ordinance to confer on the Governor in Council power to make regulations on occa- sions of emergency or public danger.
[28th February, 1922.]
Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-
1. This Ordinance may be cited as the Emergency Short title, Regulations Ordinance, 1922,
2.-(1) On any occasion which the Governor in Coun- Power to cil may consider to be an occasion of emergency or public make danger he may make any regulations whatsoever which he regulations. may consider desirable in the public interest.
(2.) Without prejudice to the generality of the provisions of sub-section (1) of this section such regulations may be made with regard to any matters coming within the classes of subjects hereinafter enumerated, that is to say -
(a) Censorship, and the control and suppression of publications, writings, mups, plans, photo- graphs, communications, and means of com- munication
(4) Arrest, detention, exclusion, and deportation; (c.) Control of the harbours, ports, and territorial waters of the Colony, and the movements of vessels;
(d.) Transportation by land, air, or water, and the control of the transport of persons and things; (e) Trading, exportation, importation, production,
and manufacture;
() Appropriation, control, forfeiture and disposi-
tion of property, and of the use thereof.
(g) Conferring powers on public officers and
others;
(4.) Requiring parsons to do work or render ser-
vices: and
(1.) Providing for compensation, if any, to be paid for work done or services rendered, or in rea- pect of rights affected, in consequence of the provisions of any regulatious made under this Ordinance, and for the iletermination of such compausation.
(3.) Any regulations made under the provisions of this section shall continue in force until repealed by order of The Governor in Council.
3. Every person who contravenes any regulation made Penalties. ander this Ordinance shall be liable opon summary convie tion to a fine not exceeding one thousand dollars aul to imprisonment for any period aot exceeding one year.
